وزير الاتصالات وتكنولوجيا المعلومات يعلن إطلاق منصة الذكاء الاصطناعى فى مصر
خلال الاجتماع الرابع للمجلس الوطنى للذكاء الاصطناعى
الدكتور/ عمرو طلعت: المنصة تبرز الدور الريادى لمصر وجهود الحكومة لخلق صناعة وطنية للذكاء الاصطناعى
أعلن الدكتور/ عمرو طلعت وزير الاتصالات وتكنولوجيا المعلومات ورئيس المجلس الوطنى للذكاء الاصطناعى عن إطلاق منصة خاصة للذكاء الاصطناعى تحت مظلة المجلس الوطني للذكاء الاصطناعي لتكون البوابة الرسمية لجمهورية مصر العربية فى مجال الذكاء الاصطناعى؛ حيث تضم المنصة الاستراتيجية الوطنية للذكاء الاصطناعي، وكافة الفعاليات والأخبار والتفاصيل الخاصة بمشروعات الذكاء الاصطناعى فى مصر، وكذلك برامج بناء القدرات التى تقدمها الجهات المختلفة والإنجازات التى تحققها مصر فى هذا المجال، فضلاً عن إتاحة الفرصة لتبادل الآراء والخبرات بين جميع المعنيين سواء من القطاع الحكومى أو القطاع الخاص والأكاديميين والشركات الناشئة حول موضوعات الذكاء الاصطناعى بشكل عام؛ لاسيما المتعلقة بالفرص التى تتيحها هذه التكنولوجيا ومبادئ وأخلاقيات استخدامها.
جاء ذلك خلال الاجتماع الرابع للمجلس الوطنى للذكاء الاصطناعي؛ حيث يأتى اطلاق المنصة ai.gov.eg فى إطار حرص مصر على مواكبة معطيات العصر الرقمى والتفاعل مع أهم تكنولوجيات هذا العصر، ولترسيخ مكانة مصر لتصبح من الرواد فى مجال الذكاء الاصطناعى إقليميًا وعالميًا.
هذا وقد أكد الدكتور/ عمرو طلعت وزير الاتصالات وتكنولوجيا المعلومات على أن تدشين منصة رقمية معنية بالذكاء الاصطناعى فى مصر يضمن تحقيق نقلة نوعية كبرى فى هذا المجال، كما يوفر على العاملين والمهتمين بالذكاء الاصطناعى الوقت والجهد فى الوصول إلى أهدافهم، الأمر الذى يدعم جهود الدولة فى الاستفادة من هذه التكنولوجيا لتحقيق التحول الرقمى وبناء مصر الرقمية، مشيرا إلى أهمية هذه المنصة للترويج عن الدور الريادى لمصر باعتبارها طرفا دوليا فاعلا فى مجال الذكاء الاصطناعى، والاشارة إلى الجهود التى تبذلها الحكومة المصرية لتنفيذ الاستراتيجية الوطنية للذكاء الاصطناعى التى تهدف إلى خلق صناعة للذكاء الاصطناعى فى مصر.
كما أكدت المهندسة/ جلستان رضوان مستشار وزير الاتصالات وتكنولوجيا المعلومات للذكاء الاصطناعى انه تم نشر الوثيقة الخاصة بالاستراتيجية الوطنية للذكاء الاصطناعى باللغتين العربية والانجليزية على هذه المنصة، وجميع المعلومات حول المشروعات القائمة وبرامج بناء القدرات البشرية وإعداد الكوادر التى تقدمها وزارة الاتصالات وتكنولوجيا المعلومات بالتعاون مع الجهات المختلفة بدايةً من برامج نشر الوعى العام بالذكاء الاصطناعي، وإعداد برامج خاصة لطلاب الجامعات والخريجين، والمهنيين بما فى ذلك الوظائف التقنية وغير التقنية، وصولاً إلى القادة فى القطاع الخاص والعام.
هذا وتضم المنصة الالكترونية ايضاً قسم خاص بالشراكات فى مجال الذكاء الاصطناعى سواء مع الجهات الحكومية أو المنظمات الدولية أو القطاع الخاص أو الجهات الأكاديمية بهدف تسهيل وتسريع عملية التواصل وقسم أخر خاص بالابتكار والتعاون مع الشركات الناشئة، وبناء الجسور بين الأوساط الأكاديمية والصناعة، وتشجيع أبحاث الذكاء الاصطناعي، لا سيما تلك التى تخدم أهداف مصر التنموية، فضلاً عن كل ما يتعلق بحوكمة الذكاء الاصطناعى فى مصر، حيث سيتم تحديث المحتوى على المنصة بشكل مستمر لإدراج الانشطة والفعاليات الجديدة.
الجدير بالذكر أن مصر نجحت خلال الأعوام القليلة الماضية فى تحقيق تقدم كبير فى مجال الذكاء الاصطناعي، حيث أشار مؤشر “جاهزية الحكومة للذكاء الاصطناعي” الصادر عام 2020 عن مؤسسة Oxford Insight ومركز أبحاث التنمية الدولية إلى تقدم ترتيب مصر فى المؤشر العام 55 مركزاً لتصبح فى المركز الـ 56 عالمياً بين 172 دولة، مقارنة بالمركز الـ 111 بين 194 دولة فى عام 2019؛ وذلك نتيجة للجهود المبذولة فى تنفيذ الاستراتيجية الوطنية للذكاء الاصطناعى؛ حيث قامت وزارة الاتصالات وتكنولوجيا المعلومات بتوقيع عدد من الاتفاقيات مع كبرى الشركات العالمية المتخصصة لتنفيذ مشروعات تهدف إلى استخدام تطبيقات الذكاء الاصطناعى فى قطاعات الدولة المختلفة لإيجاد حلول مبتكرة للتحديات التى يواجهها المجتمع المصرى، مع العمل بالتوازى على عقد شراكات دولية لتنفيذ مجموعة من برامج بناء القدرات فى مجال الذكاء الاصطناعي.
وعلى صعيد تعزيز مكانة مصر الدولية فى مجال الذكاء الاصطناعي؛ فلقد انضمت مصر للتوصية الخاصة بالذكاء الاصطناعى بمنظمة التعاون الاقتصادى OECD، كأول دولة عربية وأفريقية تنضم للتوصية كما قامت مصر بترجمتها إلى اللغة العربية. فضلا عن اضطلاع مصر بدور رئيسى فى المناقشات الجارية داخل منظمة اليونسكو لاعتماد توصية بشأن أخلاقيات الذكاء الاصطناعي، كما شاركت مصر فى اجتماع فريق العمل العربى للذكاء الاصطناعى الذى عُقد فى فبراير الماضى تحت مظلة جامعة الدول العربية.
وعلى الصعيد الأفريقي؛ شاركت مصر فى اجتماع فريق العمل الأفريقى للذكاء الاصطناعى تحت مظلة الاتحاد الأفريقى وتم انتخاب مصر رئيساً للفريقين العربى والأفريقي.

ICT Minister Announces Launch of AI Platform during National AI Council Fourth Session
During the fourth session of the National Council for Artificial Intelligence (AI), the Minister of Communications and Information Technology and Chairman of the Council Amr Talaat has announced the launch of a national official AI platform under the aegis of the Council.
The platform comprises the National AI Strategy; the events, news and details of AI projects in Egypt; the capacity building programs provided by various institutions; and Egypt’s achievements in the AI field. The Platform provides an opportunity for exchanging views and experiences among stakeholders; the government, public and private sectors; academia; and startups, on AI issues, especially those related to the opportunities enabled by such technology and the principles and ethics of its use.
The launch of the platform (ai.gov.eg) comes in Egypt’s keenness to embrace the technologies of the digital era, adopt its major technologies, and enhance the country’s standing as a regional and global leader in AI.
The ICT Minister stressed that the launch of a national AI platform helps achieve a breakthrough in this field, and allows those working and interested in AI to save time and effort in reaching their goals. This reinforces the national efforts in leveraging such technology to bring about digital transformation and build Digital Egypt, he added.
Talaat pointed out the platform’s importance in augmenting Egypt’s leading role as a key player in AI on the international level. He referred to the Egyptian government’s efforts to attain the National AI Strategy, which aims to establish an AI industry in Egypt.
For her part, the Advisor to the ICT Minister for AI Golestan Radwan stated that the National AI Strategy has been published in both Arabic and English, on the platform. It also comprises information on the ongoing projects and the capacity building and qualification programs organized by the Ministry of Communications and Information Technology (MCIT) in collaboration with various agencies, starting with awareness programs on AI, programs for university students and graduates and professionals in technical and non-technical jobs, all the way to executives in the private and public sectors.
The platform also involves a section for AI partnerships, including those established with government agencies, international organizations, the private sector or academia, with the aim of facilitating and accelerating communication. The platform also has a section for promoting innovation and cooperation with startups, building bridges between academia and industry, and encouraging AI research to serve Egypt’s development goals. Moreover, the platform contains information on AI governance in Egypt, with the content updated on regular basis to feature new activities and events.
Over the past few years, Egypt made great strides in AI. The country’s ranking on the Government AI Readiness Index 2020, issued by Oxford Insights and the International Research Development Centre (IDRC), moved up 55 spots to rank 56th out of 172 countries, up from 111th out of 194 countries in 2019. This milestone was reached thanks to the efforts of implementing the National AI Strategy.
Furthermore, MCIT signed a number of agreements with specialized international companies to carry out projects aimed at using AI applications in different state sectors to develop innovative solutions to the challenges facing the Egyptian society, with working in parallel to establish international partnerships to carry out a range of capacity building programs in AI.
In an effort to enhance its international standing in the field of AI, Egypt was the first Arab and African country to adopt and translate the Organization for Economic Cooperation and Development (OECD) Principles on AI into Arabic; let alone the country’s major role in the United Nations Educational, Scientific and Cultural Organization (UNESCO) meetings for drafting a recommendation on the ethics of AI.
Moreover, Egypt chaired both the Arab AI Working Group meeting, held in February 2021, under the aegis of the League of Arab States (LAS), and the African Working Group on AI meeting, held under the aegis of the African Union (AU).
